CPS - Civil Process System

The BIS Civil Process System (orca2000+CPS), completely redesigned in 2007, is designed to assist Marshal’s or Sheriff’s Offices track all activities associated with the setup, service, execution, collection of fees and sale of property confiscated during a civil process action. 

CPS is menu driven and user friendly with user modifiable on-line Help and computerized documentation. Because the procedures associated with civil process differ greatly from jurisdiction to jurisdiction, the computerized documentation feature is particularly important. It allows each agency to incorporate their local policies and procedures into CPS so that the user has the opportunity to determine not only “how” to push the keys on the keyboard but also “when” it is appropriate to use a specific function or feature of the BIS Civil Process System. 

From the Marshal’s or Sheriff’s point of view, a “Civil Process” is defined as one set of legal documents representing a portion of a larger legal action, coming to the Marshal’s or Sheriff’s Office for the purpose of serving the documents on a party involved in the legal action. CPS tracks and maintains data on the service of these documents, which in some cases completes the transaction while in other situations further processing, such as sale or collections/levies of property, is required. 

Some of the key features and functions of CPS are:

  • Maintains records on enforcement or execution levies or sales of real or personal property. 
  • A complete record of all attempts to serve or service transactions for as many organizations, institutions, or persons named in the actions. 
  • Mileage tracking for all service attempts for purpose of billing. 
  • Cashiering and receipt generation capabilities for collection of payments, judgment, etc.
  • Production of monthly billing summary statements for each “process” and then the entire department.
  • Write checks to appropriate payees from various designated bank accounts.
  • Bank Reconciliation. 
  • A number of reports are provided. 

Accurate accounting of funds, transactions, levies, and sales are simplified and streamlined with the implementation of the BIS Civil Process System. CPS may be implemented as a stand-alone information management tool or as an integrated part of other BIS Public Safety and Criminal Justice products.
