SNS - Strategic National Stockpile

BIS’ RSS Warehouse Management & Point of Dispensing (POD) Disaster Deployment System for Strategic National Stockpile (SNS)

The initiative from the Homeland Security Department for Medical Supplies calls for BIS’ customized system designed specifically for SNS’ Medical Supplies tracking from initial request to return. The system provides Disaster Deployment tools needed for your Warehouse Managers to monitor medical supplies in a day-to-day operation as well as rapidly deploy meds to temporary PODs during a disaster. 

Surge capacity deployment for “stand-up” emergency POD supply chain activation and ongoing re-supply to fixed and temporary sites is the focal point of the system. BIS leverages Oracle’s 10g Data Base engine and Oracle development tools so that your application can run completely in a browser based environment. BIS brings you the power of the system while focusing on ease of use for lightly trained volunteers.

At the RSS Warehouse, the Inventory Control Officer and his Staff are responsible for the following operations related to orca2000+SNS:

  • Medical Supply Requests (Purchase Orders in the business world) are created and managed
  • Items received are verified and entered (handheld units provide assistance in this area)
  • Recommended storage locations for put-away are provided and case/equipment item barcode labels are generated
  • Inventory stock levels are updated to reflect the put-away
  • Orders for customer sites (PODs) are received and managed
  • Orders are grouped into shipments and pick lists and pallet labels are provided (This includes multiple pallet labels whenever the size or weight of a single order indicates the need for multiple pallets)
  • Sequences of the deliveries are assigned and point-to-point routing between the warehouse and delivery location is provided (Routing Ticket)
  • Appropriate vehicles and corresponding drivers are assigned
  • Escort units from the Transportation Security Unit are assigned
  • Vehicle, driver and escort unit information are documented on both the Master BOL (Bill of Lading) and the Routing Ticket
  • BOL, Routing Ticket, and corresponding Order Receipts are provided to the Shipping Unit for each shipment
  • System is updated to reflect orders that have been shipped
  • Upon return of Order Receipts, update system to reflect that delivery is complete (All deliveries to customers are recorded other than to PODs and Regional Staging Facilities -- during off-line operations, it will also be necessary for the warehouse to record these deliveries)
  • Confirm that each delivery to a POD or Regional Staging Facility has been correctly recorded by the Inventory Control Officer of that facility
  • Provide reports as needed, e.g. - current status of all products in stock
  • Take spot inventory counts to validate record balance with actual on-hand quantities
  • Utilize orca2000+SNS to control the warehouse inventory and manage the request, receipt, store, stage, and distribution processes of the warehouse; thereby ensuring that all locations of products are noted and maintained correctly

With orca2000+SNS, at the POD Level:

  • Inventory On-Hand is constantly monitored
  • Re-Supply Orders are Created
  • Inventory is Received
  • Inventory is transferred to the Floor (from the storage area of the POD to dispense vaccinations and provide other medical supplies; the Floor is the dispensing/vaccination area)
  • Managing Returned Inventory
